Discharges with procedures--The estimated number ofpatients discharged from non-Federal short-stay hospitals dur-ingthe year who underwent at least one procedure during theirhospitalization.

Procedure--A surgical or nonsurgical operation, diagnos-ticprocedure, or special treatment reported on the medicalrecord of a patient. (See the Medical coding and edit sectionof appendix I for further details.)

Procedures have been categorized into four classes accordingto UHDDS guidelines (47). Classes 13 consist of proce-duresthat carry an operative or anesthetic risk or requirehighly trained personnel, special facilities, or special equip-ment.Class 4 procedures do not meet these criteria, andreporting class 4 procedures was optional in 1979. Only threeclass 4 procedures were coded for the NHDS from 1979 until1983. The decision was made to code additional class 4procedures in 1983, and the number coded was further expandedin 1989. Beginning with the 1991 data, all ICD9CMprocedure codes have been used for the NHDS. Table XIIIshows the code numbers for class 4 procedures and the yeareach code was first used in the NHDS.

All-listed procedures--All occurrences of a procedure onmedical record, regardless of the order. In the NHDS amaximum of four procedures are coded for each discharge.Surgical proceduresAll procedures except those shownin table XIV are considered surgical procedures.

Nonsurgical procedures--Procedures generally notregarded as surgical, including diagnostic endoscopy andradiotherapy, physical medicine and rehabilitation, and otherdiagnostic and therapeutic procedures. The ICD9CM codesclassified as nonsurgical procedures for the NHDS are shownin table XIV. The classification of procedures as surgical ornonsurgical was revised beginning with the 1989 data. Manyof the procedures added to the nonsurgical category were class4 procedures that had not been coded until 1983 or 1989. Allobstetrical procedures were classified as surgical until 1989.
