      many Cabinda exclave secessionists have sought shelter in neighboring states

      Refugees and internally displaced persons:
      refugees (country of origin): 13,464 (Democratic Republic of Congo)
      IDPs: 61,700 (27-year civil war ending in 2002; 4 million IDPs already have returned) (2006)

      Illicit drugs:
      used as a transshipment point for cocaine destined for Western Europe and other African states
